The question is not whether or not Security Explorer can set the
permissions the way you are asking, but whether or not they can be set
that way at all.
Microsoft doesn't have specific permissions for "moving" folders/
files. It requires appropriate permissions for deleting the source
folder and creating the destination folder.
Try this, with or without Security Explorer, that is certainly your
choice... On the parent folder (which contains the subfolders you
don't want moved) make sure that you go into the Advance Permissions
dialog and set it so that your users (whether you deny or simply not
allow is a matter of preference really) cannot "Delete". You will use
the "Apply onto" dropdown to select subfolders only.
If they cannot delete them, I do not believe they will be able to move
them out of that folder.
You will want to try that, as I am not able to at the moment. I hope
