Dont worry. I figured it out. I had to go the server the file was on, give
myself full rights to the file (even though i am in Domain admins and that
group already had full access), then remove the archive attribute via
command line and I could delete the file.

I have a simple DFS with 5 root targets around my various offices. The
problem is some users put file in the root dir of the DFS. once there I
can't delete them. I get "access is denied. make sure the disk is not full
or write-protected and that the file is not currently in use"

Before you ask all of those reasons are not the cause and my account has
full access to the file.
