My in-laws are giving a desktop to the local library. In order to get
sensitive stuff off of it, I'm trying to format it, but can't get the
format command to work as something is locking the drive. How do I fix
if I can't find the original boot disk?

Boot the machine with a Win98 boot diskette from
www.bootdisk.com, then run fdisk.exe to delete
all existing partitions.
