Setting local PC file security using scripts or group policy

I would like to know if there is a way I can give a domain users file system
rights on there local computer using a script or a group policy. Here is my
problem. I have a program that will not run for a user that does not have
admin rights to his computer. But if I go and give the user full control over
the program directory the program runs fine. I would like to be able to set
rights on the program directory with out having to go to each computer. I
work for a High School so it would not be a good idea to give each student
admin rights to the computer.
