Permissions problem

Hi all.

On one of my file servers (a member of an AD domain) I have a file that
I (domain admin) cannot delete because I apparently don't have the
permissions.

And when I bring up the properties of the file only the General tab is
there, all the other tabs (Version, Compatibility, ..., Security, ...)
are missing. Without the security tab, however, I cannot change the
permissions.

Is there a command line tool I can use or some other way around the
problem?

The machine is a Windows Server 2003.
