Controlling FS Tree Deep

Is it possible to control the lenght of the names of folders and the number
of sub-folders that can be created in a share in Windows 2003? (as Novell
servers have)

I've been investigating but I could not conclude that this is impossible in
Windows 2K.

Is there any Third Party tool or option in the operative system that allows
me to control this?
