"Apply to folders, subfolders and files" simply does not work!

On many of my files and folders, the administrators group has been removed
from the ACL. I'm trying to add the group back to all folders and files with
the Full Control perm. I'm attempting this from the top-level folders on the
root. However, the addition of the grp does not propagate to "This folder,
subfolders and files" as the setting "Apply Onto" in the advanced Security
drop-down implies. I've also tried taking ownership of all subfolders and
files and this has not helped.
