I have had exactly the same problem on a windows 2000 machine.. See my
message below which I posted to the microsoft.public.security
newsgroup. however I had no replies. I think this is a serious issue,
I doubt many people ever try to uninstall a hotfix though once it is
on the machine so this kind of thing doesn`t get noticed although you
would expect it to be system tested at microsoft.
If you get any news, I would be interested.

Hi All,
I have windows 2000 Server sp3 set to download the security updates
automatically, this security update 811493 downloaded last night (UK
tuesday 3am).
I decided to remove just this update from within add remove programs,
when I did so my Server now will not reboot!, the windows splash
screen comes up with the blue progress bar which completes but then I
get the fatal blue screen with the message "the dynamic link library
winsrv could not be found" and it just reboots. there were a few more
numbers I can post with the message but this was the main body of the
error message.
I have rebooted this box many times (even the same day before removing
this update) without any problems. Has anyone else experienced
problems or have attempted to remove this latest update?
The reason I decided to uninstall the update, was that SQL Server sp3
is installed on the same server and I do full text searches on this,
some of these searches started running very slowly (whereas they had
been performing well) and the only thing that had changed on the
machine was this update, hence I tried to remove it.
any suggestions appreciated.
