You could, as a test, create a second account on the PC you want to remotely access/control and try logging on with those credentials. Make sure the second account is a member of the Remote Desktop Users Group if its not an admin account. The account also needs to have a password.

Beyond that a repair install may be your best bet. Note the warnings on the page...
