Technically - here is what *you* would need...

1) Setup port forwarding on the router so that requests to 3389 on
the public IP address of your router forward to the internal IP
address of the machine in question.
2) Remote desktop enabled on the machine in question.
3) A user that is in the administrators group *or* in the remote
desktop users group that *has* a password assigned to them for
logon. 4) Port 3389 allowed through the software firewall,
5) In order for it to work external to your router - you must know
the external IP address of your router and/or set it up with a
Dynamic DNS service (like dyndns.org) so you only have to remember
the name (like joeblack.dyndns.org) and enter that into the
external machines's remote desktop client.

Essentially - that is it.

Which part is stopping you? What error messages are you seeing?

First - in order to get the initial connection - no - you do not need a user
in the Remote Desktop Users group/Administrators group.

Are you entering the public IP of your router when trying to connect from
outside your network?
Are you entering the private IP of your machine when trying to connect
within your network?
Do you have Port 3389 allowed through your software firewall?
