RDP - Connects once, after reboot then times out?

I have a strange issue with XP and remote desktop that I have not seen
before and need assistance with. If I use MSTSC to connect to a remote
desktop, it connects okay, If I disconnect, It will not connect again and
times out saying that the remote desktop is too busy to accept incoming
connections. If I reboot the host XP-Pro computer, I can connect, ONCE and
then same issue. I have removed all firewall software, turned off any
anti-virus, disabled windows firewall etc - All to narrow down the issue.
I have connected the two computers directly together using a cross over
cable to eliminate the router - Same issue. Verified the registrr Terminal
services settings and all are standard, port is standard etc etc etc. II
connect from the host back to the one that I want to use to connect to (A
Laptop) no problem - It connects every time but not the other way around - I
even went as far as exporting the
HKLM/System/CurrentControlSet/Control/Terminal Server key from the laptop
and overwrote the one on the desktop - Still the same issue as it will not
work.
Any ideas would be greatly appreciated
