In general - if they have Windows XP - remote assistance is possible.
However - there are many considerations beyond whether or not they have
Windows XP.

Is remote assistance enabled?
Do they know how to uuse it to invite you?
Are they behind a NAT device or router or firewall?
If so - are the proper ports forwarded/allowed through?
Is the Windows XP Firewall enabled and the remote assistance port closed?

In order to assist or to be assisted - it does not matter on either end what
permissions level you are at - if everything else is setup correctly.
However - they would need the right to install things on their computer for
your installation to work.
