Destroy, Corrupt, Permanently Delete Remote Instructions, please.

Please advise how to permanently destroy, corrupt -beyond repair - and delete
the ability to connect remotely with my computers (desktop and notebooks)
running Windows XP Pro and Windows 98SE. I do not want anyone to have remote
access, ever. I've tried using the instructions for local policy, group
policy, control panel, administrative tools, the run command (forgotten) but
someone continually logs on as Administrator, enters his password (using NT
AUTHORITY: LocalService, NetworkService, ANONYMOUS SYSTEM, Winlogon\MSGina,
impersonation, etc.) and changes my settings and takes control of my
computers rendering them unable to access the internet and undoubtedly,
collecting all available information.

I am and have used all of the better known software internet security
packages (Norton, McAfee, ZoneAlarm, Trend) and seperate programs
-recommended by the experts, and Windows firewall without any exceptions.
I've purchased my own cable modem and another "better" router. I've gone
through four computers. The latest computer has been wiped and reformatted 4
times. I have been careful not to expose the computer to networking while
logged on as administrator. Nothing stops this intruder who obviously has no
other life purpose.

Thank you
.
