No RDP access after reboot

Using Windows XP Pro to host RDP sessions: sometimes (I am not sure if
always), I cannot connect via RDP after rebooting the host PC until someone
has logged on to it locally. Why, and is there a workaround? This presents a
particular problem when doing remote updates.
