You have two layers of NAT, which makes things difficult.
For instance, to get web access to PC1 from the outside world, you will need
to set up port-forwards for TCP port 80 in both routers.
In router (2) you will need to forward port 80 to the Linksys (you don't say
what its WAN-side IP address is, you will need to find out).
In router (3) you will need to forward port 80 to the required local PC.
Then from the outside world, you would make an HTTP call to the WAN address
of router (2), which again you have not specified, but you will have to find
out.
