Where are VPN Connections in Windows Logon Dialog Box?

We have Notebook Users with XP SP1 workstations who can successfully log on
to the corporate RAS Server in the domain by specifying "Log On using a dial
up connection" in the Windows XP Logon Screen, then specifying the Dial-Up
connection. The workstation then dials in to the RAS server, then
successfully logs on to the domain, runs the logon scripts etc..

No we are implementing a Windows 2003 RAS Server with VPN over IPSec for our
Remote users with broadband internet access. What is working fine is that
the remote user logs on to the domain with the cashed credentials. After
Logon, he can dial the VPN connection and can successfully connect to the
VPN server and accessing ressources in the network. However, Logonscripts
and probably AD GPO's are not processed this way.

Our problem is that when the VPN users selects "logon over dial up network"
in the Windows logon dialog box, the configured VPN connection is not in the
drop down list and can not be selected.

Does anyone have an advice how the remote user can log on over VPN the same
way as over a dial up connection?
