Local Policy does not permit you to log on interactively

I upgraded a Windows 2k professional machine to Windows
XP professional using an upgrade version of XP.
I put a check mark next to allow users to connect
remotely in the My computer Properties.
When trying to connect to the computer remotely using the
Remote Desktop Connection utility in Windows XP, I get
the following message...
The local policy of this system does not permit you to
logon interactively.
I can connect to other pc's fromt the same remote
computer, but I cannot connect to this particular
upgraded pc.
I check all the local policies, but I didn't see anything
out of the ordinary.
There was no help I could find in the knowledge base that
I could find either.
