Can some one help me out here or I should wipe out the HDD and start over from Scratch.

Hello Mike,
It's better to format your HDD and install all new, just think about to make a system image after you install the OS.
The OS Behaviour is very strange! I think it can be like some Bibliotheks map changed by installing some Programs, try with start->run-> regsvr32 msxml.dll and take a look to services.
export the event logs and send it to me mybe i can help you more
