access denied on remote WMI calls

I'm having a confounding time figuring out why I can't query WMI remotely. The scenario is that I have an XP2, SP2 machine that is in a workgroup. I'm trying to query the machine using WMI from either a Vista or another XP, SP2 machine. I am using the credentials of the workgroup machine's local administrator account and regardless of what I do, I get "Access Denied". No firewall is involved. Any ideas?
