video fast/slow cycle wont stop

Hi,
I have a Radeon 9600 SE AGP, and a Geforce FX 5200 AGP. I have the
same problem with both of them, Whenever i launch a game, be it a
really old one or a newer more 3d demanding game it runs fine for about
30 seconds then it goes into a lag/slow motion fit for about 30 seconds
and then that cycle repeats. I have updated all drivers, tried
changing AGp aperture,pretty much everything i can think of. I bought
the Radeon last week thinking it was my Geforce card but it wasnt it
must be my system. This thing is that I had the Geforce for 6 months
and it worked fine, then WAM it does this and has been doing this cycle
for about 6 months and I cannot get it to stop. I have been told it is
a hardware failure but nothing in my computer is failing as far as i
know it. PLEASE HELP ME I HAVE PUT UP WITH THIS FOR 6 MONTHS AND I AM
SICK OF IT!!
My specs are :
celeron 1.7 ghz
512 mb ram
350 watt power supply
dont know motherboard, the papers that came with the computer says
systemboard something...
