Transfer settings, data, application from Windows 2000 Pro to XP P

Client would like to transfer settings, data and applications from his 25
user base network desktop to Windows XP Pro. All the users want to keep
their settings and everything they have on the computer to the new computer
with XP Pro on it. Is there any way of doing this short of reinstalling
applications?
Summary- client is moving 25 Windows 2000 desktops to Windows XP Pro new
computers. All users want to keep their "settings, data and applications"
without a complete reinstall. Is there a way to do this?

Thanks
