Launch a application with a specific base priority in windows xp

Hi Everyone,
I would like to know how to launch a application with a specific base
priority in windows xp . And make the new base priority a permanent priority
.. I can use task manager to change app. priorities , but the priority will
revert back to normal the next time the application runs.
How about a shortcut which always starts a application on low priority ?
Thanks .
