Perfectly normal, you need SP2 for larger drive support.

Interesting when I use the XP PRO with SP2 CD the formatting recognises all
500MB of the hard drive whereas the older XP PRO CD install only recognised
approx 300MB. It will be worth waiting the extra foramtting time for the
extra 200Mb of hard disk space.
