In a newly-built PC with SATA drives and the BIOS options correctly defined, I couldn't install base XP correctly even with the necessary drivers being loaded at F6 time.
For a correct install, I had to use a custom XP install-CD with SP2 slipstreamed in. "nLite" http://www.nliteos.com/index.html really made producing this CD easy for me.

Double check the mobo manual and the bios options, ensure the sata is connected to the 'right' controler connection. Maybe try a different sata cable. I assume the drive is known good.
