Is the XP CD not booting at all, or booting and throwing an error? If you cannot even boot from the CD my original answer is correct, if you can boot from the CD but get an error after that, that is an entirely different story.

I don't agree. The hardware is fine. I have installed a copy of Server 2003
by booting from its setup CD and the system is running fine with it
(different HDD) but I would rather have XP Pro back on the machine. The SP2
setup includes newer hardware drivers for current day MBs than the original
setup CD. The SP2 setup I booted from floppies got much further in the
process than the setup booted from the original CD. The original setup give
a stop 0x7E on pci.sys after loading the drivers and attempting to start
windows.

Your problem is not related to SP2, having an original or SP1 CD and an SP2
install will not prevent your PC from booting from the CD, you have other
problems, maybe with the disk or your CD drive. Check the BIOS boot order to
make sure the CD drive is listed before the hard drive.
