How many USB ports do you have? I'm assuming you've moved the mouse and/or
keyboard around?

Also, are the USB ports on the motherboard USB 1.1 or 2.0? And what are the
mouse/keyboard rated at - 1.1 or 2.0?

OK, if it's not a driver issue and the USB Mouse works and the USB
Keyboard does not what can be the problem. I've tried every combination
of USB and PS2 Mouse/Keyboard and I cannot get any keyboard to work in the
setup GUI.

Before the GUI the NumLock and Cap Lock lights on the keyboard work but
after the Drivers are installed in the Mini Setup the lights never work
along with the keyboard.

I've noticed if you remove the USB Keyboard and plug it back in the HDD
LED flashs as the kyeboard is plugged in which seems to suggest it "finds"
the keyboard, but it still refuses to work.

Any ideas appreciated.

Should not be a driver issue - my mouse and keyboard are both USB and
they have always worked whenever I've installed or repair installed XP.

Tried that, while the keyboard works before XP setup starts neither the
mouse nor the keyboard work in the setup GUI. I think the drivers have
not been loaded yet.

I'd try a USB mouse and keyboard - just make sure you change the
options in the BIOS to reflect the change.
