Norton (the home product line) seems to mess up as many systems as they fix.
I cannot fully blame their products - although the invasive level and
resource-hog like nature of them contributes to it more than the user
themselves. Most of the time a user will wait 2+ versions of Norton's
bloated software before upgraded to the now latest edition of it. Norton's
product does not always handle this gracefully and the user has no true
warning before their system is rendered all but worthless.
My suggestion to you is to boot into Safe Mode - if you can - and use System
Restore to restore to the day before you started messing with Norton's
upgrade. Then - uninstall whatever Norton product you have and begin using
the built in Firewall of Windows XP and pick a free antivirus solution of
your choice. You'll be happier for it.
