sysprep - what if no 'minisetup'?

I have always used the 'minisetup' option of sysprep which I believe (please
correct me if I'm wrong) uses the sysprep.inf file (unattended file created
with the help of setupmgr.exe).
'minisetup' is an option that can be unchecked.
1) So what exactly would happen if you ran sysprep without the minisetup
option?
2) what could running sysprep without minisetup be used for?
