If you want to have the admin-profile copied, yes you need to logon as
admin and make the changes. if your are using the windows welcome
logon style you can press ctrl+alt+del twice to get the standard
"domainlike" logon box.

I am using XP Professional SP2. I see a User, a Default User and All Users
under c:\documents and settings. In User Accounts there is only listed
User(Computer Administrator) and Guest (turned off).
In the computer management console I do see an Administrator account, but no
profile under c:\documents and settings. Do I need to log on as the
Administrator account, and make the changes there? If I go to User
accounts, there is no Administrator account listed, which is what is
throwing me off here.

Changes in sysprep for XP SP2 now copies the admin-profile to the
default user profile during sysprep mini-setup. If you would like the
old sysprep behaviour you can request a hotfix for rhis.
