Using XP-Home version. I re-set the BIOS boot sequence to be CDROM,A,C and
also tried F,A,C (the ROM drive is device F) and it still boots from the C
drive.

Now my CDROM is an external drive. Might that be the problem?

You stated that your CDROM is external. I am going to guess that
