Don't know about the other stuff, here's the fix for Event ID 1517.
If you experience slow logoff (with Saving your settings for most of the
time while logging off), you are having profile unload problems.
If you see a lot of Userenv/1517, Userenv/1524 or Userenv/1500 errors in the
Event Viewer, download and install the User Profile Hive Cleanup Service.
This decreased my shutdown time a bunch. Takes any where from 10 to 20
seconds to shutdown.
C:\Program Files\UPHClean\uphclean.exe is added.
The User Profile Hive Cleanup service gets added to Services and
uphclean.exe will run all the time. I am one that doesn't like to have any
extra services running, but I am sold on UPHClean.

I upgraded Windows Me to XP Home on my IBM NetVista 2276-71U (now 30U),
Pentium III (800 MHz) with I810e on-board graphics (1 MB). I added memory
to the maximum (512 MB) and a PCI 10/100 Mbps ethernet card (Dynex
E-101). I installed the NetVista critical flash BIOS update, restored Me
to original configuration, and used Windows Update to install latest Me
and IE for Me before the upgrade to XP.
The XP Upgrade Advisor recommended that I uninstall IBM Mouse software,
which I did, and said the I810e graphics controller may not be compatible
with XP. During an earlier attempt to upgrade, XP Upgrade Advisor said IBM
Rapid Access Keyboard II software was not compatible with XP--but this
time the Advisor did not flag it, so I left RAK II software in place.
After upgrade, I installed IBM's mouse driver for XP. IBM does not offer
Rapid Access Keyboard II driver for XP.
One motivation for upgrade was frequent system hang under Me, but I have
the same problem with XP. I noticed that if I disable I810e and run
default VgaSave display driver, I have infrequent hang when navigating
within desktop and Start Menu items, but IE still hangs after I surf the
net for awhile. I reset Winsock (run, cmd, netsh winsock reset) and even
tried installing a PCI video card temporarily, with same hang problem. I
have disabled (but not uninstalled) the RAK II software and run with both
of the XP standard keyboard drivers (84 key and 101-102 key), but have
same problem. I installed Mozilla and Netscape browsers, but have same
problem as with IE. I ran Ad-Aware and SpyBot to purge any visitors, and
am also running Norton SystemWorks 2005. My XP and IE are up-to-date,
except KB898461 always fails to install (the system cannot find the path
specified). Probably because it's the Package Installer for Windows
6.1.22.4, but I'm running Windows 5.1 (Build
2600.xpsp_sp2_rtm.040803-2158: Service Pack 2). But why would Windows
Update keep downloading this update, if it's not intended for my version
of Windows?
When I run winver, Windows reports 522,676 KB of physical memory (I assume
it is 512 MB plus 32 MB L1 cache plus 256 MB L2 cache, minus whatever XP
cannot find or is being reserved). I have specified 765 MB virtual (disk)
memory. I noticed when I enable I810e, XP still reports 512 MB of RAM (not
511 MB as it once did before I disabled I810e). The hangs are unbearable
under I810e, but I've been able to use keyboard navigation and some mouse
navigation to disable it eventually (after many hard reboots). Without
I810e, the system works reasonably well, but still with XP or IE hangs
after awhile.
In Application Event Viewer, I occasionally get Event ID 1517 fron Userenv
("often caused by services running as a user account, try configuring the
services to run in either the LocalService or Network Service account). In
System Event Viewer, I get Event ID 36 from W32Time (time service cannot
synchronize system time), Event ID 4226 from Tcpip (TCP/IP reached the
security limit imposed on the number of concurrent TCP connect attempts),
Event ID 1003 (System Error...), and Event ID 7023 from Service Control
Manager (Application Management service terminated because it could not
find specified module). The last problem may have been fixed, as it has
not happened recently. The Warnings and System Errors are infrequent.
Most of the HANGS do not result in an event being recorded in Event
Viewer.
If you have taken the time to read through all of this, I truly appreciate
your time and consideration. I may try putting USB adapter on my Rapid
Access Keyboard II and installing IBM's driver for Rapid Access Keyboard
III (USB version) for XP. Is there something else I could try? Thanks!
