XP Sp2 RIS constant reboot + Windows XP Setup

I have been searching through this group for an answer to this problem
I am having and have not found anything, so sorry If this has been
asked before but;
I have created a windows xp sp2 flat file (from cd) and a ris image
including installed applications etc.. on my windows 2000 (ris) server.
I can go through the OS chooser and select my new RIS image, the
installer starts, partitions the harddrive and reboots into the windows
XP professional setup screens. After these have completed it reboots
and goes back to the windows XP professional setup screens, It repeats
this behaviour again and again for ever (at last count at least 10
times before I got bored of it!)
I cannot find any errors or logs regarding what is going on here.
It may be worth nothing that I already deploy XP Sp1 and Windows 2k Pro
from this server with no problems.
