So you ran the registry fixes from Kelly's web site and they
weren't able to fix the problem? OK, you might want to try the
following:
Go to Start -> Run and enter regedit.exe in the Open box.
Navigate to this location:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
If there's an entry in the right hand pane for Wallpaper, right
click on it and select delete.
Also, check this registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
Look for NoChangingWallPaper in the right hand pane and either
delete this value or modify the data from 1 to 0.
