Where does XP Store This Information ?

Tech-Archive recommends: Fix windows errors by optimizing your registry

I've started setting this security policy on all my standalone XP
machines. I expect this is just another way to make settings in the
registry, right ?

For example:

start run secpol.msc
-> security settings | local policies | security options
set CD on Recovery Console
set allow floppy access and access to all files
