Hi
You could try Doug Knox's security console, gives user lots of options
(selectable by tick box) to remove access & restrict what users can do.
Get it here http://dougknox.com/xp/utils/xp_securityconsole.htm
Screenshots here

show what it's capable of.
Not sure if this will help you or not but its worth a try.
