Setup.exe not working for many programs

I am having a problem running installation programs.
A CD will have an autorun.exe program that brings up some sort of menu.
One of the menu options is install, which normally would launch setup.exe
When I press install, nothing happens and setup.exe is not launched. I
can, however, run setup.exe by browsing to the appropriate folder and
running it manually.
In short it appears that autorun.exe is unable to spawn the setup.exe process.
So far I have run into this issue with:
The Sims (by EA) as well as all its expansion packs
MS Visual Studio .NET 2003
Although I am running Norton Firewall and AntiVirus, I have disabled both
of them before installing, but it has not made a difference.
My current installation of Windows is an upgrade from Windows 2000 to
Windows XP Pro (SP2)
Of course, I can always work around the problem by running setup.exe
directly, however, this sort of defeats the whole purpose of the
autorun.exe features. And in the case of Visual Studio it means running 4
or 5 setup programs manually. Ugh.
Is there some sort of policy/security setting that is causing this problem?
