Machine Debug Manager Disables Upon Boot

Hi. I've had this posted on windowsxp.configuration_management for over a
week and nobody has an answer.
My system runs Win Xp Pro SP2. Every time I boot, the Machine Debug manager
service is set to disabled. I cannot run debugging in Visual Studio 2003.
I subsequently reset it to automatic or manual and I can use VS2003, but the
next time I reboot it is disabled again.
