OEM CD XP PRO clean reinstall failure.

Scenario: Low level formatted existing HD, cleaned MBR and
reinstalled MBR with HD OEM supplied soft. Cleared MB BIOS
and reset settings on startup.
Commenced multiple XP installs 3 identical MB & CPU combos
with 2 independent XP CDs & 2 independent CD drives and
observed the following:
While reading files from CD message appeared " File
setupdd.sys could not be loaded. The error code is 7.
Setup cannot continue. etc. "
Same CD with same HD installed correctly on another
different MB & CPU combo.
My diagnosis is that either all 3 controller chips went
bad, all 3 BIOS chips were flashed incorrectly, or
something was written on my 2 XP CDs to prevent loading to
those 3 systems. All 3 systems had XP previously installed
prior to some type of malware or virus infection or Hacker
or whatever.
Any one have any isolation techniques I can try before I
throw away these 3 combos.
