If you receive a set up error message similar to the following:
sxs.dll: syntax error in manifest or policy
    file D:\1386\asms\60\msft\windows\common\controls.man on line (some
number)

    Error: Installation Failed

Your cd-rom or dvd drive cannot read the XP Setup disc. Swap the cd or dvd
reader drive for a newer one and try again. That's how I resolved the error
on a Compaq Presario 5000. Once you get XP installed, you can re-connect the
original drive.
