XP Pro installation problem

After restarting during installation of XP Pro I was given this message
Windows could not start because the following file is missing or corrupt
<Windows root>\system32\hal.dll

When I attempted to expand hal.dll from the CD in the recovery console I was
told the "The system cannot find the file or directory specified"

Any suggestions?
