Are you saying that you loaded Windows 98 onto a blank
hard disk, and that the installation kept cycling?

If so then the machine has a serious hardware problem,
because it appears to be unable to run either Win98 nor
WinXP (which are two radically different OSs).

The problem could be caused by a bad power supply,
a faulty motherboard or flawed memory chips. A repair
shop would replace one item at a time until the problem
was resolved.
