Running USMT Loadstate as non-admin

We're getting a "Only Administrators can run this tool" when running
loadstate as a non-admin user on a Windows XP machine. We're using the 2.6
beta of USMT. Here are the steps we are taking:

1. Run scanstate as local admin on NT box
2. Log in to destination XP box for the first time as the user to be migrated
3. Run loadstate
4. Error ensues

Any ideas?
