Loading XP OEM

When I try to load a new copy of XP OEM I receive the
message of A problem detected with hardware software.

session3_initialization_failed.

I have detached all my peripherials, printer, scanner, usb
devices, etc. I have only the mouse and keyboard attached.
I am running a Compaq Deskpro EN P667, 512k memory and
trying to install a WD 200 gig hardrive. I have tried
using the overlay from WD but I still get the same error.
I even tried to use smaller harddrives to correct the
problem. What can I do? I check the knowledge base and it
states this error is due to missing files but this
pertains to Windows NT and Win 2000. Please help.
