Enabling/Disabling SP2 Firewall via group policy with ADM files.

I've followed the instructions in the WF_XPSP2.doc document on how to keep
the SP2 firewall disabled on our network, however our group policy currently
has a completely empty administrative template branch under Computer
Configuration. I was able to fix this by adding the system.adm template from
an XP SP2 machine under domain admin.

The problem is, whenever I change settings I get:

The Group Policy snapin was unable to save your changes due to the following
error:

The file can not be accessed by the system.

This seems to mostly occur when enabling a setting rather than disabling (or
setting back to not-configured)

what sort of changes do I have to make, from everything I've read so far,
this is the correct way to add an administrative template =\
