Clean re-install of windows XP

I have had my computer for about one year, and I would
like to wipe it clean and re-install windows XP. I feel
like it has slowed down considerably since I first got
it. I would like to have it to have the fresh-out-of-the-
box feeling again. It can burn CDs, so saving my old data
is no problem.
My first problem is I can't find a tutorial anywhere on
how to do this. Is it possible to do this? Will it help?
Second, I can't find a "windows XP" CD in all the stuff
that came with my new computer. Do new computer that come
with XP installed not come with a XP CD?
