XP pro upgrade on new hdd

I am trying to install XP pro upgrade on a new hard drive; the old one crashed. The original oem OS was ME. Do I need to install ME first then XP? I thought I should be able to install XP "clean", then verify the qualifying OS for the upgrade. I get a NTLDR is missing message, but the articles on the MS site didn't seem to provide a solution I could use. I used the installation program provided by Western Digital to install the new drive prior to attempting to install XP pro.
