400MHz Celeron is not exactly the CPU to run XP. Moreover, with XP and only
8GB HDD (bet is slow also) you do not get very far since XP itself needs
around 2Gb.
Otherwise, I guess you have a corrupted boot.ini. I would try wiping the
drive clean and starting again - try to switch to the other file system
(FAT32/ NTFS) to avoid XP looping in the same deffective first installation
if you do not have other software for it - HDD manufacturer's utilities, for
ex.
Once more, I would get rid of the 400MHz Celeron first.
