Ntbackup - not working with .bks file

Here is my command:

ntbackup.exe backup "D:\BACK.BKS" /v:yes /hc:on /m normal /l:s /p "4mm DDS" /um

Here is what is in the BACK.BKS file.

D:\FILES

When I run the command, the ntbackup program opens up, it loads the media but it does not back anything up. See log file below. What am I doing wrong??
