Disappearing "DIALER.exe"

I run a network of 20 pc's all running XP pro 5 of which
have a "dialer.exe" in programfiles/windowsnt which i use
to make calls (its a call center) dispite installing every
option and updating everything i can i cannot get the
dialer to install on the other 15 can someone tell me what
it is that installs this dialer.exe and how to install it?
