Upgrade from Win98 to XP Home

I am triing to upgrade to XP Home. The compatibility
test lists 0 hardware and 0 software issues.
The upgrade completes the copy files phase but at the
first reboot, the system hangs.
The reboot goes throught the loading system files (black
screen with status bar at bottom) then changes to a blue
screen with "Setup" at the top. That is as far as it
gets.
Multiple full shut-down / restarts produce the same
result.
Any help appreciated!
